Valoriser les petites villes des espaces interstitiels : une priorité absolue

Three years after the Tours conference, "At the Frontiers of Urban Space. Small towns of the world: emergence, growth, economic and social role, territorial integration, governance" highlights a geographical object that was, up until a few years ago, a "scale rarely studied, but oh so fundamental in the urban hierarchy" (VANIER, 2010: 10). Since we share these opinions, we dedicated a thesis to them. As our field of study we chose interstitial spaces (Southern Massif Central in France and Northwest of the Spanish Meseta Central) as we believe, like S. DUVILLARD that it is in these intermediate spaces (neither metropolises nor living rural areas) that the term small town derives its true meaning. This conference, with its comparative and international scope, offers an opportunity to review the main results of our thesis (updated for the occasion), knowing that our central hypothesis consisted in rejecting the pessimistic mood regarding small towns located in interstitial spaces. In this paper we ask whether, in the current context of globalization and metropolitanisation, the demographic and economic vitality of these urban units is not underestimated and we question the role they can play in reasoned urbanisation of a region.
Trois ans après celui de Tours, le colloque " Au-delà des frontières de l'urbain - petites villes du monde " met en lumière un objet géographique qui était, jusqu'à ces dernières années, un " échelon peu travaillé, mais ô combien fondamental dans la hiérarchie urbaine " (VANIER, 2010 : 10). Partageant son avis, nous y avons consacré notre doctorat. Comme terrain d'étude, nous avions choisi les espaces interstitiels (Massif central méridional et Nord-Ouest de la Meseta espagnole) car nous estimions, à l'instar de S. DUVILLARD que c'est dans les espaces intermédiaires (ni métropolisés, ni campagnes vivantes) que la petite ville garde tout son sens. Ce colloque, à la portée comparative et internationale, nous donne l'occasion de revenir sur les principaux résultats de notre doctorat (réactualisés en l'occurrence), en sachant que notre hypothèse centrale était de récuser le pessimisme ambiant qui concernait les petites villes situées dans les espaces interstitiels. Dans cette communication, nous nous demanderons si, dans le contexte actuel de mondialisation et de métropolisation, la vitalité démographique et économique de ces unités urbaines n'est pas sous-estimée et nous nous interrogerons sur le rôle qu'elles peuvent jouer dans le cadre d'une urbanisation raisonnée du territoire.
